In recent years, several laws have been completed, confirming the fact that in Vietnam, cultural institutions and cultural development are a popular cause led by the Party and managed by the state. This was recalled by the President of the National Assembly, Vuong Dinh Huê, during the 2022 Culture Symposium, which took place on December 17 in Bac Ninh. Under the auspices of the Party, cultural development is a process in which the people are creators and beneficiaries, with intellectuals, writers and artists playing an important role, he further noted.

The head of the legislative body recalled that during its XIIIe National Congress, the Party had set the objective of building an advanced Vietnamese culture imbued with national identity, the aim being to make it an endogenous force and a spearhead for the development and defense of the country. To do this, one of the main projects will be the improvement of policies in this area, to awaken the aspiration for prosperity and happiness, promote cultural values ​​and the strength of the people, underlined Vuong Dinh Huê. He also insisted on the importance of mobilizing all the necessary resources for cultural development, in order to implement the Party’s recommendations in this area, which were underlined by its Secretary General Nguyên Phu Trong during the National Conference on the Culture of 2021.

“We will have to improve cultural policies and institutions to foster the development of culture, which must be one of the pillars of the country’s sustainable development. We must know how to find the right balance between national and international elements, between tradition and modernity as well as between popular culture and that of the elite”did he declare.

According to the President of the National Assembly Vuong Dinh Huê, it is necessary to ensure that cultural activities can take place under favorable conditions, within the framework of the law and under the direction of the Party. Vietnam should maximize creativity and cultural diversity, as well as strengthen its international cultural integration, he recommended. The freedom of creation must be conditioned by self-awareness and must in no case deviate from the political line of the Party. In particular, the improvement of cultural policies should be carried out in a synchronous and timely manner, to ensure harmony between cultural preservation and development, economic growth and the achievement of social progress, said Vuong Dinh Hue.

In this regard, Vo Van Thuong, a staff member of the Party Central Committee Secretariat, said that culture is the spiritual foundation of society. Cultural development is both an objective, but also a boost for the country’s sustainable development. Therefore, culture must be put on an equal footing with economy, politics and society. Cultural policies should meet practical requirements, consider specific factors and promote core values ​​of national culture, while facilitating selective assimilation of global values, Vo Van Thuong said.

Cultural policies should be comprehensive, timely, synchronous, coherent, workable, open, transparent, stable and effective, with the aim of creating an environment conducive to cultural development. It is imperative to determine the rights and duties of each cultural actor and to establish a mechanism for monitoring and controlling powers in this area. Policy-making should be conducted in a careful manner, putting the legitimate rights and interests of the people and national interests above all else.“, he launched.

In the new period, the improvement of cultural policies will be a means of accelerating the integral and sustainable development of the country.
