Defending the culture of detail in neighborhood transformations

That the improvement actions in the communities of the integral transformation program have as a principle the quality of the finishes, the beauty, the culture of detail and the participation of institutions and neighbors, were highlighted

Luis Antonio Torres Iríbar, first secretary of the Party in the capital, and Reinaldo García Zapata, governor of the city, reviewed the actions carried out in the Buena Vista popular council, in Playa, which due to the extension of the area has been divided into quadrants, which would allow progress in an organized manner.

According to Elena Luis, coordinator of economic programs of the municipal government, in the quadrant that goes from streets 60 to 64 and from 21 to 29, work is carried out on trade, sports, health, education, transportation, ETECSA, Acopio, housing, communal, Agua de La Habana, Basic Sanitation, for a total of 247 actions, of which 138 were completed and another 29 are being worked on.

Buena Vista, explains Mayor Raúl Macías, has a characteristic that differentiates it from other neighborhoods undergoing transformation: it is a popular council, with 14 constituencies. “It is very extensive, so it has been decided to work on it by quadrants, which includes benefits for four constituencies, and we will work like this to see if when we reach December we finish the complete popular council,” he stressed.

“There we have two schools, one already completed and another in execution for the start of the school year, five family doctor’s offices, work is being done at the Docente de Playa and Jorge Ruiz Ramírez polyclinics –although they are not in the quadrant -, five wineries, two in progress and another three that will start soon”, he explained to Tribuna de La Habana.

Other works that are carried out in this quadrant are a unit of the Family Care System (SAF), the Aurora bakery, two markets, as well as in 40 citadels that include 68 homes, of which 17 are already finished, a the Cuban Telecommunications Company (Etecsa) -it would prevent residents from having to travel to La Copa, at 42 and 1st to receive these services-, and a sports center, which is being refurbished in areas of an old collapse, to replace the absence of a facility of this nature in the neighborhood, where some 17,000 people live, said the mayor.

Torres Iríbar drew attention to the fact that many of the problems that are being solved today, including leaks, potholes and closed establishments, have been around for a long time, causing inconvenience to people. Regarding this, he reiterated: “we have become accustomed to seeing these things, we have to get out of the habit, resolve why the abnormal cannot be seen as normal.”

At the same time, he highlighted that

Parallel to the constructive and improvement actions, the spirituality of the neighborhood must be raised, as well as deepen social work, with vulnerable individuals and families, to solve vulnerabilities based on differentiated attention.

During the tour, the municipal authorities were called to expand the actions and not be limited to the citadels, schools and warehouses, but to intervene in the streets, the facades of the rest of the block, to achieve a comprehensive improvement and involve the institutions in it. located in the area and to the active participation of the Ministry of Tourism, an agency of the central administration of the State that serves that municipality.

The future cultural center of Buena Vista was also visited, in the former Sara cinema, which will host community socio-cultural projects, develop daytime activities for children and at night, for adults. In this space, the need to conceive a well-thought-out project was highlighted, both from an aesthetic point of view and from cultural proposals, for the benefit of people.

At the América Latina primary school, with an enrollment of about 370 students, improvements have been made in classrooms, roofs, bathrooms, gardening, and issues related to the kitchen are still pending resolution.

“What defines this is the culture of detail, doing things well, that everything works and the neighborhood is happy with what is being done.” For his part, García Zapata agreed that the effort must be crowned with the beauty of the work.

For each of the works, the first secretary of the Party in the capital, highlighted the need to improve the surroundings, the surrounding houses, as well as involving the community in cleaning and planting flowerbeds and gardens. In this regard, he stressed that participation is not only a motivating element, but also commits, “when you participate, you take better care of yourself.”

For months, the city has been anxiously awaiting the completion of the works on the El Pontón drainage system, which would eliminate the flooding that occurs in the surroundings of Cuatro Caminos. There is less to go.

During the check-up of the work, in Old Havana, Roberto Pérez Rodríguez, director of the Raúl Roa Contingent, explained that in the remainder of August the section that goes from Cristina to the elevated roads must be completed, with roads, while will work on the demolition of a part of the road in the opposite direction to reach the required slope levels. “The objective of this work is to eliminate the floods that occur in this area, considered among the most complex in the city.

Currently, the Raúl Roa contingent is working in the area and once the earthworks have been completed, the Construction Company of Engineering Works Ecoing no.5 will have to join for the asphalting of the street. In Suárez, between Vives and Puerta Cerrada, two buildings will be built, one with five floors and the other with two, for a total of 14 apartments. As explained by María de los Ángeles Díaz Toledo, director of operations of the Construction Business Group of the Local Administration (Gecal), they have had to overcome obstacles found on the ground, including a previous structure, the water table that has surfaced in the excavations, but the mechanism is geared to begin next week the concreting of many foundation elements. “Once we get out of this, everything will be more fluid,” she considered.

Given the complexities presented, César Hernández Carrazana, coordinator of programs of the Government of the capital, directed working in parallel in the three different areas of the plot, leaving a corridor so that the means of transport and cargo can transit, so that it can move forward with greater speed.
