The Pastoral Care for Prevention, Spirituality and Treatment (Papetra) of Ciudad del Este continues its fight for the operation of a rehabilitation farm for people with addictions. Just a daily care clinic, without hospitalization, such as the Programa Detoxification Center, which operates in the San José neighborhood of Ciudad del Este, is not enough.

This is what the coordinator of the organization, Fulgencio Ferreira, a priest of the Sagrado Corazón de Jesús parish, in the Ciudad Nueva neighborhood, has been demanding for many years. After much struggle and solidarity from the people, the priest is confident that he will be able to make the San Miguel Arcángel farm work before the end of the year. He received promises from Mayor Miguel Prieto to complete the work, which were not fulfilled, he also appealed to the government and did not get answers.

The property is 7 kilometers from Route PY02 at km 10 Monday and was donated. The construction was carried out with the approval of the Ministry of Public Health. “The concept is of a therapeutic community for those who require more complex treatment,” the priest told La Nación/Nación Media. He added that the rehabilitation farm will become a complement to the Detoxification Center.

The farm already has two structures made of fired material; one for the bedrooms and another for the kitchen-dining room, but without toilets yet, without electrical installation and water supply, without pipes, in addition to the lack of completion of the different areas. The religious refers that he has some things such as doors that, due to insecurity, he prefers to wait to take in the last stage of construction and investments in the property.

Equipping and furnishing the place is another missing item, although some electrical appliances have also been donated. The well they have is common, but they do not rule out an artesian well. The parish priest mentioned that there are about 20 supportive people who have promised to contribute in cash and in this way, they will finally be able to enable that farm. Initially, they will receive five people and will increase as more comforts are provided and the experience is evaluated.

He indicated that the recommendation is to have only 15 people per center. The goal is to develop a prevention and reintegration program with treatment in isolation that can last from three to nine months at most, according to the priest. People already recovered from addictions are being trained for on-site care. The San Miguel Arcángel farm will be part of the network of the National Center for Drug Addiction Control, as will the Detoxification Clinic.

Asked about the estimated numbers of people with addictions that require treatment, Fulgencio Ferreira indicated that between 2020 and 2021, they treated 900 and 1,000 people each year at the Programmed Detoxification Center, where they have a doctor, three professionals in psychology and a nurse until 3:00 p.m.

To respond to the need for boarding schools for rehabilitation, they require at least five locations between Ciudad del Este, Presidente Franco, Hernandarias and Minga Guazú, at least one per municipality, according to the priest. The Detoxification Clinic was also the creation of the work promoted by the priest Fulgencio Ferreira and the Pastoral Papetra.

The place was built by the Government of Alto Paraná and another struggle was to get the Ministry of Public Health to take charge of the health personnel. “Once the farm is up and running, my dream is to work in another for women, for which we must first work on the training of professionals who are in charge because everything must also be in charge of women,” said Fulgencio Ferreira.
