Functioning
The municipal council is made up of the mayor, his or her deputies and municipal councillors. They are elected for six years by direct universal suffrage during municipal elections.
In Lyon, as in Paris and Marseille, elections are held by district. Each elects district councillors, who, as in a municipality, then elect the mayor of the sector.
In total, there are 221 district councilors in the nine districts of Lyon. Each borough then sends a number of municipal councilors according to its population: four for the 1er rounding to 12 for the 3e and 8e boroughs. 73 elected members thus sit on the municipal council, being both borough councilors and municipal councillors.

The mayor is elected by the city council if he has won enough boroughs. A mayor can thus be elected even without having won the majority of votes in Lyon.
About ten meetings per year
The municipal council of the City of Lyon meets about ten times a year, to deliberate on various subjects for which it is responsible.

The areas of intervention of the City
The municipal council is in charge of the affairs of the municipality, its attributions are therefore very broad. Its competences are delimited by the existence of a local public interest to act on the territory of Lyon.
The city council has thus three main powers :
- The power of appointment: of its members within external bodies such as semi-public companies (SEM), Boards of directors of associations, etc.
- The financial power: it votes the budget, approves the administrative accounts which are presented by the mayor, as well as the management accounts of the revenue collectors.
- The power to determine the human, material and legal means of the city and to take decisions in all the skills of the city.
Here are some examples of exclusive competences of the City of Lyon:
- Maintaining civil status: birth, death, etc.
- Management of libraries and media libraries
- Public crèches and primary and nursery schools
- Issuance of building permits
- Senior residences
- Security skills, via the municipal police
Skills shared with the Metropolis
Created on 1er January 2015, the Metropolis of Lyon replaced the urban community of Lyon and the department of the Rhône on the territory. Over the years, certain powers of the communes have been transferred to the Métropole, which includes 59 localities.
With the metropolisation of Lyon, in 2015, a Metropolitan Coherence Pact, aiming to articulate the strength of the Metropolis and the proximity of the municipalities. Through this pact, the Metropolis and the City share resources, equipment and expertise in order to accelerate the development of the territory. Here are some examples of shared skills:
- Museums
- The creation of sports and cultural facilities
- Green spaces and public gardens
Six political groups, 73 elected officials and an ecological majority
The municipal council of Lyon brings together six political groups. Here is the list of presidents:
- Pierre Olivierpresident of the Center Droit et des Indépendants group.
- Sandrine Runel president of the Socialists group, the social and ecological left, also councilor of the Métropole de Lyon.
Gregory Doucet, Mayor of Lyon
Elected since 2020, at 46, Grégory Doucet replaces Gérard Collomb as mayor of Lyon. He studied at a business school in Rouen (Neoma) and quickly got into humanitarian work for Handicap International.
He worked for more than ten years for this structure and then became director of the West Africa zone in Lyon. He joined the Greens in 2007 and was elected party secretary for the city of Lyon in 2017.
